I'm disturbed by litter in my new neighborhood and want to work on cleaning it up. I've seen some nice grabber tools used by Japanese in their neighborhoods, has anyone a recommended brand or model with which they have had good results? If any JP companies make one then I figure I'd go with that, they know the work best after all.

Sadly, you won´t find this kind of mentality anywhere in the world barring a few places. Take America for example, the closest you´ll find to that here are gated communities or HOA neighborhoods, but those come with their own problems (need to be rich as fuck for #1 and for #2 an insane amounst of draconian laws+autistic neighbors who have jack shit to do all day thanks to retirement other than fussing over other people´s properties and threatening to call the cops.

But back to your question, I picked up trash at a beach and in some public areas a few times for a volunteer (more like voluntold) service during college, and we had some of those grabber sticks. I can´t remember what brand or model they were but I will tell you that if you´re gonna get them then don´t get the ones with a pistol grip like in your OP pic, because you´ll be poking and prodding with it like you´re setting up a grill. Don´t get flimsy plastic crap grabbers or you won´t be picking up anything heavier/larger than styrofoam lunch boxes. The best ones work less like a grabber and more like a vise with the tips "folding down" if that makes sense. Extendable body is a must since everyone´s height and arm length is different, I´d say a bit shorter than the distance you keep a dog´s leash when you go for walks is the ideal, the whole point is that you won´t need to bend over or crouch down and poke at garbage trying to get the tip under it x1000 for every piece of trash.

I live in the woods and have been cleaning my road for years.

Most of the liter comes from people who don't even live here and just drive through my road as a shortcut.

At least others on my road pick up trash too. We used to have an Earth Day where everyone went to clean, but not anymore. That was a very late 90's/early 00 thing.

I tried to do this along the paths to places I am regularly (gym, grocery) and it's too hard to keep up in a town with a homeless/drug problem. I would unironically volunteer for a Duterte-style clean-up team.
