ZUN maintains tight control over his official works, at least when it comes to story and character portrayals. The artists are handed story boards that dictate everything, down to the facial expressions. If Zounose ever starts drawing official manga, I don't think we'll see any of his grimdark doujin traits.

Even if it's obvious he based it's style on moe, I like baba seimaijo better since the proportions and the coloring seem improved and from the amount of images he has drawn of the whole cast makes it seem like he's passionate about it in comparison to Moe.

If you'll notice, most of the official mangas are very heavy on scenery and backgrounds. Warugaki has a style that is more like those 4koma portrait focused panels where it's nothing but the characters and the things they do. This is one of the reasons why I think Zounose should get it: his backgrounds are very beautiful and intricate. His illustrations of Moriya really pull you in.

Being silly I'd like to see TOKIAME do a one shot at least, but they're more a illustrator than a manga artist otherwise they have a background doing official works and did CiLR's & SoPM's art. Plus I think their unique art is probably too stylized for a manga format.

Makuwauri is one I feel like would be perfect as a official artist, they've done a few doujins mainly featuring Miko which had a nice vibe and the recent Sekibanki/Miko series was a really strong one.

This is a personal opinion, but I think the honor should go to someone that has
1. Great technical skill
2. Noticeably unique art style
3. Proven their passion towards the series
4. no or minimal lewd works (we can't go to hard here, since Hirasaka AKA pedo-sensei would have been disqualified)
Zounose is one of the many artists that fits the bill, and he's my favorite when it comes to art style and his interesting take on the series, even if some people mistakenly claim it's "too headcanon".

Zounose will never get it due to his previous works. The reason the faeries guy doesn't do loli doujins is because ZUN would fire him. Can you find me a Touhou artist who drew questionable content before being hired? ZUN cares a lot about the official image of the series.

There is no comparison here between hammer and touhou shitposts. Only a criticism of hammer and how his works are tangentially related to touhou.

Not only that but his technical skills are lacking. Him and Moe are just incomparable. He can only ever draw three expressions and characters on a plain background. Maybe that's why he can shit out 2000 artworks?
