If you like Shirou's character you will love UBW, if you like Rin you might hate it since shes not the focus of her own route.

HF is all about Sakura and Illya with a bit of Rin. If you like Shirou you probably think this is the worst route since hes character development fucking sucks in this route.

Wait, you're confusing me. I'm going to assume you're referring to cross-arc development because that's the only way it makes sense. In that case, it was a pretty gradual development, in UBW and HF he doesn't make his final pronouncement of the arc's philosophy until well into week 2, after events have varied substantially.

If that doesn't satisy you, consider this: in Nasu writing, themes dictate where logic doesn't suffice. If a character has to do something that doesn't really make sense for Nasu to get his point across, they'll do it.

It's not that, Shirou always wanted to save EVERYBODY, but then he realized that for the greater good sometimes you've got to do sacrifices.
If he killed Sakura he would've took Archer's path, instead he couldn't bring himself to kill an innocent, a dear person on top of that, because it doesn't matter what your warped mind think, Sakura has no other fault than being scared to kill herself. She is not the shadow, just the bridge that brings it to their world.
He goes from being an heartless hero wich sees human lives as numbers to a normal humans with thoughts and feelings, because, breaking news, human life is not equal.

Fate has an awesome ending as well as being generally awesome, UBW is equally, if not more awesome the whole way through, and HF is awesome most of the time. It'll eat you alive though. I was at it over a period of 2 weeks, and my entire soul was fucked up during that time. I had lost my appetite, I was finding it hard to concentrate on things, and I was on the verge of tears every time I thought about anything related to it. Just words that were related to the story nearly made me cry so many times.

It hurts so much, it still does.

The entire game has scarred me emotionally.

But in Mind of Steel he isn't saving everybody either. Since he was forced into the decision by realizing that it was impossible to save everyone it's not like he had any time to gradually develop. Yeah, it probably could have been better if Nasu had come up with a different plot device that allowed him to develop Shirou more thoroughly in HF, but I don't think that it's bad how it is.

On a side note, Shirou never wanted to "only" save Sakura. He still tried as hard as possible to save everyone he could, he just rejected sacrificing Sakura to save everyone else.
