We know that "ORT" has the most personal power ANYTHING CAN HAVE, EVER.
It is at the absolute limit of power.

However, Nasuverse obviously has bypasses; something obviously weaker can win in a fight over something with considerably more power (see: Crimson Moon, Dark Sakura).

ORT might not be the "best" of the Types (Type-Saturn shoots fucking laser crosses all over the fucking place jesus christ), but merely most powerful.
