Fairies make up the majority of Gensokyo. However, it raises the question of if fairies are white. If they are European fairies, then that makes Japanese a minority in Gensokyo, as not even all the youkai are Japanese. On the other hand, if they are Japanese yousei that just style themselves in western clothes, then that makes Japanese the majority. There's also the possibility that the fairies are half Euro-half Jap. Clownpiece seems to get the "foreigner in Japan" type characterization, so it may be the case that the fairies view her as white but not themselves.

Nonetheless, no matter what fairies are, as the majority species of Gensokyo, it is impossible for Cirno to be a minority there, unless you consider her power relative to the other fairies, in which case she is unique.

Sunflower Fairies would probably be South American, actually. Likewise, not all fairies could have the same morphology. It could be Clownpiece is a caucasian fairy while Daiyousei is meant to be asian and the sunflowers are (light-skinned) latinos.

Fairies being the majority in a youkai santuary sounds wrong, though. I think they're technically outnumbered by living, if not sentient youkai types like kedama. They're the largest sentient species of a single type in Gensokyo, but they say that the really stupid fairies are barely sentient themselves.

Either way, Cirno is a minority since she appears to be the only ice fairy while there's plenty of sunflowers, lights, and fire fairies to go around.
