The oni do live in New Hell now, according to Shiki. Considering that Shiki also said that Hell isn't the most hospitable place for fairies, the Inchlings that do live there must have it really bad. I disagree. If that were true, DDC wouldn't have happened at all. If you read her dialogue throughout the games you can clearly see that she's not the meme anti-social contrarian that everyone thinks, she is completely capable of forming a relationship as long as she's getting some benefit out of it.
Take Marisa's ending in DDC for example. I'm sure Nue would be similar in the way Seija is happy about making a powerful ally, even if it's just for some time.

You misunderstood DDC somehow. She tricked Shinmyoumaru into working with her by lying to her and saying that Gensokyo was against the Inchling race. This is explicitly stated. The only reason Shinmyoumaru even attempts to reconcile with her in ISC is since she's a nice girl, and Seija flatly refuses.

Her relationship was an utter lie, because it had to be so she could get a functioning miracle mallet (she couldn't use it herself). ISC also ends with the statement that of course, she has made an enemy of everyone in Gensokyo, has no friends, and couldn't be happier.

See half of the reason people pair them is that Seija and Nue are a bit alike in character. Thus, I pointed to Nue's friend, who is also similar to Nue and actually helped Seija out in ISC. Seija's character is rebellion and rejection. She literally cannot be any other way than that, making her an exceptionally rare individual in Touhou. Most characters do have aspects of them that contradict their natures, even the youkai. But Seija is uncompromising. It's part of her somewhat cult appeal. She's a "bad person", yes, but she owns it without question and with all zeal.
