She keeps Ran as a shikigami. Ran is a nine-tailed kitsune, and so already has a large amount of power. Yukari must have even more in order to be able to give orders.

She is knowledgable of the outside world so there is speculation that she lives there together with her shikigami(s). At the very least she visits regularly.

In addition, her "gap" ability isn't limited to teleportation; she could perhaps manipulate the surface of water, or the skyline of a mountain.

It is said that she can not only go to different physical locations, but also into memories and dreams.

Since Gensokyo's existence is because of the magical boundary separating it from the outside world, the existence of Gensokyo is in Yukari's hands.

Also, she has long hair and a cool dress.
