JynX always said his own games are, and will always be, free. The chances of that happening are very small.
However, I'm sure the structure of the game will most likely be something like that. Think Girls' Frontline, where you have places to go and then interact with enemies to get into a battle, while also having your own small little room to personalise while also giving you bonuses for it. Since we know this will have almost as much dialogue as BPoHC, it's fair to assume rolling for characters like in a Gacha will most likely not apply to literally every character, but I'd say a big part of them that aren't related to story events will be.

It is a spin-off game, something JynX wanted to do for a while. This and Monochrome World are going to be non-danmaku games, though judging from his Twitter he is already working on another danmaku game. No idea how he manages to do 3 projects at the same time and also updates previous games.

Free interpretation means you get to decide whatever they are. That's JynX's original purpose for the fandom to follow. He essentially encourages the fans to interpret, fill the gaps in lore and such by ourselves. It's rather fun to do.

AFAIK, it was him just testing new layouts. The graphics were the same as I saw no difference between those and the ones used for BPoHC. It was still the Shrine Road background from the game. Plus, if it was a new danmaku game, he would've announced it by now, which he hasn't yet.
