I thought you were "Japan/General".

Surely someone knows, as not only is touge the majority of the Japanese street racing scene, it is also the source for many of Japan's great racing drivers and a considerable amount of manga, anime, movies, and so on.

I've had the good fortune to personally drive up and down Mt. Haruna in Gunma-ken (the actual mountain that was given the fictitious name Mt. Akina in Initial D). The first thing that struck me was that it's absolutely fucking GORGEOUS. I've been through mountains before in Pennsylvania and the like but this was totally different. Incredibly beautiful greenery, highly recommended, etc.

The second thing that struck me was how mind-numbingly impossible it seemed to even think of racing on this road and NOT DIE. Even without the speed bumps they added to discourage racing, it's so perilously thin and winding.. they're not kidding in the anime when they go on about the "point of attack".. the road is too narrow for two cars to exist side by side in all but a few select locations. Also, there's lots of tourists during the day.

Finally, having also played Initial D Battle Stage in the arcades, the recreation of Mt. Haruna in 3D is amazingly accurate, especially the town area that surrounds the lake at the crater top.

One of the eeriest things was finally reaching the bottom of the mountain and driving into the town. It was a bizarre sense of deja vu; I'd never been there before, but I'd seen that scene so many times in the anime it felt like a homecoming, as nerdy as that sounds.

While idiots in America are busy making their Civics look Japanese, idiots in Japan are busy making American-made cars look "American" in much the same fashion. Both of them are paying the same level of attention to performance, that is to say, none at all.
