I think part of Nasu's point was that both of those ideals have value. In Fate it is implied that Shirou goes on to become some permutation of Archer, so he does become a superhero, however, to accomplish that he has to give up the person he cares about the most (Saber). In HF he succeeds in saving Sakura and stopping Angra Mainyu from destroying the world, but stopping Angra Mainyu was just a "means" to get to the "end" of saving Sakura. Here, Shirou never becomes a superhero, instead choosing only to protect one person, he gives up on all other people in return for what becomes his family. That being said, UBW Shirou is in between the two, acknowledging that not all people can be saved but committing himself to doing everything that he can realistically accomplish. Nasu wasn't trying to emphasize that any of these were "better" than the others, that really is just a matter of personal opinion.
