ZUN did say that he is making something for Summer Comiket. He wasnt sure it would be done in time so maybe this is being delayed too lessen his overall workload. That, and the next chapter could potentially deal with the aftermath of the whole Hell ordeal (assuming what ZUN puts out actually has anything too do with it).
That, or the actual more likely reason that its being delayed is personal reasons or something more specific too the magazine it runs in. The actual reason is probably something boring like that.
