Book Off is best.

Richmond Centre has Soul of Anime and Sakura Media, both of which tend to stock a whole lot of rip-off goods (I think most of their manga and figs are genuine though). There is another Sakura Media in Metrotown, as someone mentioned already.

J-Hobby, in the mall behind Yaohan that has NCIX in it, has a pretty good fig selection. There are a billion other fig shops tucked away in different little malls around Richmond.

Yaohan has Iwase Books, which has a large manga section. Mostly mainstream stuff though. They also have a store that sells import games, but I've never bought anything there.

Half Moon books on SW Marine Drive has used manga. I haven't been there in 8 or 9 years though, so I don't know what their selection is like.

Book Off is best.
