Not enough of Roa was left to make Akiha one of his incarnations. He tried to escape to her at the last minute since she had special powers and he didn't know about Shiki's MEoDP, but he couldn't do it for Akiha quick enough and he got weakened to an extreme point. If he had just escaped to Shiki, he would have been fine, but, again, he was unaware of the MEoDP and needed something to fight Arc with. Roa in Akiha was unrecognizable by that point since it didn't even transfer memories to Akiha. It was just his murderous impulse, but, like with SHIKI, it weakened the Inversion Impulse and caused it to reveal its true colors; that is, wanting to protect becomes wanting to possess and love becomes obsession. Whether the transfer broke Roa's soul/reincarnation system or made him "die" so that Arc went back to bed, I have no clue.
