Dracula = Charisma

He is the most powerful because his influence is the strongest, not because he himself is god. If you can confront him yourself, you can probably win.

Also, each incarnation is unique, depending on who he's feeded on/enslaved, how long he has roamed, etc.

The not so well-kown truth about Reisen is that actually she get bullied by Tewi, but she respect her a lot. Tewi is suppose to be the lider of the rabbits, but actually Tewi follows the orders of Reisen (maybe because she likes her a lot (not in a sexual way)), making Reisen the indirect lider of the rabbits.

Regardless of Stats or whatnot, Servants rely on Fuel and they get weaker as it runs out.

Counter Guardians have an infinite Supply.
The difference is that usually, High-Class heroic spirits are not used as Counter Guardians (The archer we see is after he was leveled-up due to contract with the world which bound him into service)
