Sakuya comes from a long line of families who have served the Scarlet's. Her father was once Remilia's head butler, until he retired to raise his family. Shit happens, he and his wife buy it, but before he died, he sent a loli Sakuya to Remilia. Remi took her in and raised her to become her head maid, continuing her family's proud tradition.

Oh, and Sakuya's father looked exactly like Robert Patrick in Terminator 2.

Or maybe "Mokou" was the original body for Kaguya, and Kaguya's once belonged to Mokou. A little magical mishap and BAM, they switched bodies, and their spirits never bother to regenerate their original bodies, just their current ones.

I thought the most telling thing (in regards to suggesting Sakuya is Lunarian) in the whole game was when Sakuya was thinking to herself about how things must have changed in the lunar capital, how what was in fashion "then" wouldn't be now, etc.

She never actually says she's been to the moon like some people are claiming, but it implies that she was familiar enough with the lunar capital that she must have been there many years ago
