For articulated figures I'd say any figma is a good route. Yotsuba is ok too but I think Revoltech is better with mecha.

As for static figures I guess it would depend on what kind you're interested in. Some brands I'd recommend are Alter, Good Smile Company, Max Factory, Megahouse and Kotobukiya (and Yamato sometimes). Try to stay away from names like Yujin, First Class and Taki Corp.

Mainly I buy from HLJ (or HobbySearch if I'm going to use EMS) but with the USD to yen rate sucking balls I'm leaning towards buying from non-Japan based stores like Kid Nemo or E2046, but I guess it depends how the rate is and how much I'm willing to spend to get it earlier since US based stores tend to get their products later. Although E2046 isn't US based they still sometimes end up being more expensive.
