Nobody. Touhou will die with ZUN, though obviously fans will continue too create stuff for many years even after ZUN passes away.
If somehow someone got the rights too Touhou (which I have serious doubts that ZUN will give the rights over too anyone upon his death), anything that would be called "official" that isnt made by ZUN or approved by him will never be considered official by fans.

I really don't know how you guys can be unironically defending ZUN's horrible drawing.
It's lifeless, bland, and unpleasant to look at. The characters look like clay dolls that have been left out on a hot summer day. The arms and legs look like pool noodles, there is no indication of joints anywhere, and the fingers look like Vienna sausages.

I mean from a design standpoint the characters are brilliant, and the art in the menus and the Danmaku look fantastic, but ZUN can't draw characters to save his life.

Art doesn’t always need to look perfect. ZUN’s imperfections are what makes his art unique, and give his characters charm anyway. Even ones like the EoSD portraits hold up well, including that sakuya derp face.

You have to love the man anyway for having his characters done in such a weird, but coherent and cute way

While I would never call ZUN's art "good", you're just throwing nonsensical pejoratives at it, which is fundamentally pointless in the first place as the entire argument is based on subjectivity.

I might add, character portraits don't mean much of anything in the grand design the games. I feel like some people here have to be reminded every now and then that Touhou is actually a series of shmups and not just a collection of characters and music.

I agree that art doesn't need to be perfect, but ZUN's "unique" style isn't a result of an intentional choice, but a result of his inability to draw. You can tell this is the case by they way that his art has improved (from a technical standpoint) over the years.

There are ways to stand out from traditional moe anime style while also making good drawings.
