Not sure if there is a specific meaning.
Each generation of artists have added their part to the oni image. Originally oni came out of Tibet as generally unseen spirits. Chinese artists added the horns, since those were part of Chinese symbolism. Heian artists added the generic tigerskins, to symbolise ferocity. Muromachi era artists added the iron club and alcohol. The cuffs and chains have been there all along, but only modern artists made them a significant part of the attire.

It's very rough, though, I don't actually know the details. It's folklore, so the definitions aren't always clear. For example, Western books on Asian mythology almost never use terms like "youkai" or "oni" - they prefer "spirit" or "ogre".

Long story made short, Tibet through China to Japan. Not sure if Korea has any directly related oni legends.
