Assuming you're using XP:

Start > Control Panel > Regional and Language Options > Advanced.

On the drop down menu, select Japanese.

You'll have to restart your computer, but it'll mean you won't run into unicode related problems within programs. It doesn't change your system's locale either.

Alternatively, you could use applocale.
