I always thought the implication of IN Extra is that the characters are fighting For Real. Reimu, Yukari, and Yuyuko in particular remark that they're finally able to go all out in a fight. So it's natural that she'd lose and die to the protagonist teams, but be reborn each time until she physically can't fight anymore.

But I don't think ZUN really put too much thought into it, he probably just wanted to play up the Phoenix aesthetic for the fight and have her constantly be reborn since it's cool.

I think the best thing about the Spellcard Rules is that because of them you can have really weak youkai like fairies or amanojaku absolutely trump over a bunch of people just because of how good at the game they are. That being said, how strong one actually is probably has a direct correlation to how good they can become at it, but it isn't the only deciding factor.

The spellcard rules draft says
>One: To make it easier for youkai to cause incidents.
>Two: To make it easier for humans to resolve incidents.
>Three: To reject a system wherein only the strongest have the right to rule.
The main point was to give everyone a fair chance, but wether the hidden porpuse was to give Reimu or the higher youkais a chance is not known. And considering how unbalanced Reimu's power is I doubt that most youkai could threaten her life.

I'd be kind of surprised if she didn't, the circle seems to be fans of hers considering she made an appearance during each of the other arcs (like her and Keine being at Mystia's stand), almost all of the openings, and one of the IN endings featured a MoKeine picture. They devoted a bunch of time to Flan during the EoSD episodes and changed the Remi fight to involve her too. Siince Reimu and Marisa are fighting Eirin, and everyone else but Scarlet Team got Reisen, I was kind of hoping they'd just have Mokou already fighting with Kaguya or breaking in to the fight halfway. No need to bother with the trial of guts and lose any chance of Mokou and Kaguya banter in a fan animation.

But who knows. She didn't appear at all in the next episode preview. So maybe she won't show up.
