Tenshi has always been a michievous spoiled kid who makes up for her lack of affection and attention by acting up and causing a scene. I think ZUN has her down pretty well, even if her Dream Self was over the top. She wanted to use Shion's misfortune on Heaven first of all because she's spiteful about them banishing her.

True as that may be, the problem is that ZUN had apparently said that she is actually a nice girl deep down despite her usual bitchiness, but her character arc in AoCF has her double down on being total scum to the point that her dream self, which represents her inner thoughts and feelings, as exaggerated as they may be, comes across as a stereotypical supervillain. As far as I can tell, either ZUN had lied about her having any sort of redeemability to buy sympathy for suckers, or he thinks that an entertaining character means for them to be as unsympathetic as possible without taking note of any other trait that may also make them likable. Either way, it just feels as though ZUN only knows how to write her as an unlikable character in a series that can feel like it is already full of unlikable characters on a bad day.

Where did Zun say Tenshi was a nice girl? It does sound like something he'd say. In any case, Tenshi has so many issues regarding her identity as a Celestial and the lack of a good upbringing that what she might be like on the inside is almost always overshadowed.

I guess it's also important to keep in mind that we've only seen Tenshi in a fighting game context. I think the reason she always acts so condescending is because she's trying to prove she's as strong and wise as a Celestial should be. In AoCF there's also the addition of being angry at Heaven for kicking her out, thus the extra spite in her ending. If she ever shows up in an official print work, outside of her hanging out with Shion, her attitude might be much more subdued.
