Power as in to kill or warp reality? They're pretty low. Power as in danmaku skills? They only won so much because of their weird perfect possession but if I have to say, they would be a quirky stage 4/5 boss although unrestrained Shion by herself could easily be a stage 5 or 6 boss. An example of a truly powerful 2hu is probably Hecatia (in raw power) and no-items ISC Seija (in danmaku skill)

Well, Shion will always lose, so in battle I guess they aren't truly good. But their powers are actually pretty strong. Shion's like Hina in terms that both of them expel misfortune, but for different reasons. I guess that Shion being purely the embodiment of bad luck and poverty, she's more powerful than Hina, whose powers are more passive. Joon is less powerful, she can't do anything more than making people lose their money, but she can use her sister on her advantage, so I guess that them paired up are pretty powerful, but that's just thanks to Shion invoking extremely bad luck and Joon being able to control her without fucking up herself

I'd say Jo'on is fairly low-tier, especially if she's alone and not gaming the system in her favor. Her wits are likely her strongest asset, but even those aren't that great.

Shion, on the other hand, is at least mid-tier, but can easily pose a legitimate threat to just about anyone stronger than her if she decides to go full-blown kamikaze on them, barring a few exceptions. She can't win on her own, but winning isn't the point. She is essentially the embodiment of mutually-assured destruction..
