Why aren’t web visual novels a thing? The only one I see is cloudnovels.net and it looks like crap.

What video games are hosted on the web? Shitty little flash games.
You'd only get the equivalent of those but in visual novel form.
And there's absolutely 0 demand for that to exist as a format, all it would allow is people to ""easily"" read visual novels on mobile devices, which isn't really anything people want anyway.
Otherwise it's purely negative to the consumer compared to how visual novels are currently handled.

Because there's no demand for it, or the developers don't want to use it.

There's nothing technical stopping them from doing it. I remember the VN engine はるかかなた used was built on node.js, so it shouldn't be too hard to port it to javascript web browsers. Just a quick google lead me to this site which lets you try VN trials in the web browser.

It was laggy as hell, eat large amount of memory, and always crash on random occasion. The only advantages are the scenario script is in json format and the CG is in png format.

I remember it was planned for released on Android but it was scrapped because of its buggy engine. I think the engine so buggy since it was on early development, but the damage has been done and I don't think any big VN dev want to use it.

For bonus, here is the engine I talking about.
It was called O2 engine before it re-branded into novelsphere.js
