Japanese comedy/variety expects a certain degree of bullying. Hitting, and insults are part of that, but not all. Jokes made at another person's expense, acting the fool, putting people in awkward situations either with off-colour jokes or muchaburi, etc. are all things the MCs have to be part of, all things that can earn them antis.

Or just as bad, if the MC acts the fool and the girls laugh at her, said girls can earn antis. It's much safer if the tsukkomi/boke pair is some unrelated "comedy duo" that the fans can direct all their ire against, and who the fans don't care to protect, rather than the girls.
