Presumably, he can recreate the spear, but he doesn't actually know how to use it so that it'll pierce the heart every time it's thrown. Rho Aias is a conceptual weapon that blocks projectiles just by existing, but Gae Bolg requires special training.

Shirou's appeal is that even though he holds an impossible ideal, instead of being a pussy and giving up he becomes a total badass and achieves his goals by always being true to himself. He's a nice change from all of the overly pessimistic characters who can never shut up about how everyone will always betray you and how horrible of a place the world is.

Because the majority of HF's little details were ham-fisted. Sakura's relationship development was rushed. Servants got jobbed at twice the going rate of UBW route. Rin became a sort of superbitch with suddenly no clue as to locate and deal with the enemy. Details like Rulebreaker were shoved in quickly and then forgotten until relevant (he'd at least developed a permanent circuit before when he started storing weapons data in the other two routes). Rider went from shit to win in the span of a night (and pushed the Command Seal into hax Life Up proportions). Zouken managed to fuck over every single master, INCLUDING Illya, who knew of all the Servant's locations. Illya suddenly couldn't sense Gilgamesh. Gil took his sweet fucking time acting after Lancer died.

It was good, but it was ham-fisted like crazy.

I wouldn't say MOST Japanese stories are like that. Like I said, there are also plenty of protagonists who are almost the polar opposite of Shirou in their pessimism. It may be a common theme, but I think F/SN explores it better than any other work I've encountered. It certainly is more realistic about the difficulties of having an ideal like Shirou's than your typical "you can do anything if you try hard enough" plot.
