I've gotten around to more of the Beniten FD and I have to say that I really enjoyed Hiou's route. It's not really a prequel. Only a few characters show up in the second game. But it's hard to describe their relation without spoilering.

The first game had a weaker MC and generally weaker characters if you ask me (but that's just my taste). The story was very enjoyable, but some things weren't that much of a surprise as they could've been. It's also rather short, since it doesn't have long individual routes, same as the second game.

Second game had great characters, especially the MC was very enjoyable to watch. But it was a bit drawn out with lots of mini stories (they probably added those because the first game got complaints since it was so short). I enjoyed the story more than the first game, only the true ending was a bit iffy. Music and setting was also way more to my liking than the first game. Especially the music, god it was so good.
So yeah, I'd say I liked Haitaka more than Kokuchou. But Kokuchou is definitely still worth a play through and makes Haitaka more enjoyable since you'll recognize a few of the characters.
