This is one of the story mechanics of Fate/Stay Night: Noble Phantasms.
The Legendary Weapons of a Hero that is intricately entwined with their legends. The more legendary they are, the more legendary the effects are. Excalibur, as wielded by King Arthur, for example, unleashes one of the most fierce attacks in existence.
In Longinus' case, he would have to RELY on his Noble Phantasm, as he would have piss-poor stats beyond it. He also would only have a single Noble Phantasm (some heroes cheat and have a good number of them).

I've often wondered how the Grail would interact with old Drac', or indeed any person more famous as an undead than they were alive. I mean, does it take them when they die? Or when they're destroyed after becoming an undead? When they come back as servants do they have their full vampiric powers, or just the abilities they had as a human?

Umm, more likely Lancer, He is Vlad the Impaler after all, he'd probably make a good Saber as well, he also had magic training when he was alive so he could also make a decent caster. In fact the only classes he probably wouldn't be suited for would be Archer and Bezerker.

Archer's obvious, as for Bezerker, even at his most desperate, Dracula was never really insane. In fact one of the things that made him so dangerous according to Van Helsing in the original book was just how much of Dracula's original instinct survived when he became a vampire.

Lord knows what his noble phantasm would be though.

The Spear of Destiny, AKA The Lance of Longinus, is the weapon that was used to kill Jesus Christ as he was dying on the Cross.
Since EVERYTHING that touches Christ's blood becomes a legendary artifact by default, the Spear of Destiny, which is already granted by it's previous action "the power to pierce the Divine", it would gain an ADDITIONAL level of power in the Nasuverse.

With even more benefits from POPULAR (see: Neon Genesis Evangelion), it would be a formidable Noble Phantasm indeed.
