First off, it's still a bit too early to deliver any absolute judgement over her. Granted, she still hasn't proven to be a cut above the rest of the group, but it also must be taken into account that she's still a long way to go.
Secondly, all of those projects Tsunku supposedly laid away for her aren't exceptional either and definitely adequate to her current skills, if not too menial even for her. I mean, if I haven't forgot something else, what else is she doing on the side apart from working as a seiyu for a shitty anime and making some nearly regular appearance in a show geared towards kids?

There are three areas where a girl must excel to be considered a good all around idol; vocal ability, personality and physical appearance.

Though I have to admit that her skills as an idol aren't exactly full-blown yet, the fact that she managed to come out as a winner in that infamous contest for a place in Morning Musume which some thousand wannabe idols entered is enough of a proof that she was the most skilled of the bunch. With such a large selection to choose from, Tsunku could have as well picked someone else in lieu of Koharu, don't you think? What's showcased at concerts, assorted shows and whatnot isn't their actual personality but just an ad-hoc persona they put on in these situations as per what they're told by the producers, so basically you'll never find out how they're like in their private lives. Koharu is supposed to play the role of the hyperactive genki girl no matter what, so bear with it until producers will let her breathe freely again.

Tsunku lost his touch in 2003, and every year since then he's gotten exponentially worse in both songwriting and direction, so I wouldn't put too much stock in any decisions he made after '03.
