That's higher than anyone but Yukari's 'Threat Level: Unknown'

Reread the kanji for the threat listings again, they're both classified the same. Thanks for pointing that out though, since I just corrected it.

The way Akyuu classifies threat levels doesn't necessarily correspond with power levels, and has to do more with how much danger youkai pose to the average Gensokyo villager. You see Sikieiki classified as "Extremely low" and Youmu as "Medium", but it would be silly to conclude that Youmu's power level is higher than the Yama's.

Only to ordinary humans. Remember that PMiSS is written with mostly villagers as the target audience, and that in the Monologue by Akyuu, she mentions exaggerating power levels.

IMO, Yuka is strong enough to crush any Stage-5 tier boss with ease but would probably struggle against final bosses. Kinda like how I view Aya, except stronger.

The only chance she had to show off her power in the Windows era was in PoFV, and it kinda ruins your image of being one of the strongest in Gensokyo when Komachi wipes the floor with you while you don't even scratch the lazy lewd Shinigami in your own story mode.

Anyways, SWR should've told you already that power levels aren't absolute and that power mongers in Gensokyo do get defeated by people considered lower tier.

I dunno. Everything that ZUN's commented on it makes me think that Yuka is damned dangerous. It's just a lot of little things that add up. SHe's not 'ZOMG MOST POWERFUL' like Chado would have us think, but I also think she's pretty damned strong.

And PoFV is kinda suspect. Aya apparently wipes the floor with Sakuya so badly she never notices her, while Sakuya's pretty powerful(if again, not as disgustingly so as the fans like to make her out to be.)

Yuka almost never shows any "damage" when beaten, like the rest of the characters.

Isn't Komachi a Shinigami, and therefore the veritable definition of Lethality?
Particularly, hasn't she shown she's even better at Reaping than the actual Reaper Shinigami are? (She beats Tenshi one-on-one [at least in her scenario since nobody's worked out how SWR's canon goes], and Celestials are genetically built for besting Reapers.)
She just never does anything with drive.

That's true, but play Yuka's scenario and then Komachi's scenario again. Heck, play Medicine's scenario if you want, even she manages to give Yuka a beating thanks to the unusual amount of Suzurans assisting her in PoFV.

Things like this lead me to believe that ZUN is merely making Yuka in-character as boastful and confident of herself.

I've never said Komachi was weak. IMO, she's only just two steps behind Sikieiki, and even Yukari canonically states that she and Yuyuko would be no match for "them" (the Yama and the Shinigami). Whether that can be construed as referring to their power levels, Sikieiki and Komachi being able to talk people to death, their knowledge over such matters or their absolute control over it compared to Yuyuko and Yukari, etc., ZUN probably left to the reader's interpretation.
