It's wrong, but it's not like the pronunciation is different, unless you're a dumb idiot giving the Ru/Lu/ルー in her name a hard "roo" sound similar to like you'd say the word "room".

Rumia's name is a corruption of Illuminate, in a form of irony on her being a youkai of darkness so it's -technically- to technically it as Lu instead of Ru, even though it's been officially spelled as Ru.

You're sort of nitpicking anyway, there are probably worse things in that translation you haven't seen, and worse translations that still run around in the western Touhou community (Flan's name, Marisa's texas accent, Inchling).
The best thing you could actually be doing is learning Japanese and indulging in Touhou the way it's meant to be.

Though I am not sure about inchling. She's literally called a "small person," which is very vague in the context of western mythology, but she is the descendant of the "One Cun Priest" (一寸法師), or more commonly called the "One Inch Boy" (Cun becoming an inch is understandable, the latter part I can't comment on). From that you can clarify the contact, and an "inchling," IMHO, both conveys a surprising precision (precision does not equal accuracy, though) while being instantly intelligible.

The worst example of a simply incorrect mistranslation I've seen, which was not corrected for quite awhile, is

Which has several blatant mistranslations, and really needs a longer explanation for 晴れ and 褻.

The problem with using Inchling instead of just keeping it as Kobito makes things inconsistent with terms we usually use anyway in English anyway (Oni, Youkai, Tsukumogami, Amanojaku, Kappa and so on).

It doesn't really make sense to translate that anyway since I don't believe such a thing as "Inchling" has much presence in western mythology.
It would make more sense just keep it as Kobito for that.

For Lumia, it sounds close to 'lumen' or 'lumiere' which means 'light' and that contradicts with her being a dusk youkai, which kinda adds to the idea that EoSD is supposed to be a deochi. For Rumia, it's mostly just people saying that it's a real European name which fine since EoSD is supposed to have a European feel to it because it's a deochi.

Personally, I don't think this is that big of a deal since Eastern and Little Nature Deity even translated her name as Lumia before it was later revised to Rumia.

Yeah, the game needs to be played in Japanese locale. I think you could get Locale Emulator (xupefei) or AppLocale to run it if you don't feel like changing it manually.

There really isn't any reason not to use Japanese locale, especially when programs like AppLocale often won't do the job. In all the years I've had it set the only issues I've had with it is Ragnarok Online getting fucked colours and a few programs defaulting to Japanese.
