What I have heard from someone who claims to have studied the matter is this: Pants were for riding horses, which is a masculine activity. That's pretty much it. Plenty of cultures which did not value riding horses went along just fine without pants until they absorbed some culture of pants-wearing peoples.

It's about the military association specifically. Women rode horses too, but cavalrymen need pants to be effective. The better utility and warmth provided by pants as well as advances in armor made them eventually standard for all soldiers in general.

Interestingly it was the tunic-wearing, polis-dwelling Greeks and Romans who were some of the most vociferous opponents of pants, as they associated them with first the nomadic peoples of the steppe, among whom both women and men wore pants so as to facilitate their equestrian way of life, and later with the Persians and Celts among whom they were also popular, as these were all considered effete and barbaric peoples. The traditional costume of the Evzones in that picture is derived from both of these phenomena, the woolen stockings being descended from the Roman developments of hosiery and the pleated fustanella skirt apparently being a descendant of the popular Greco-Roman thigh-length tunics that continued to be worn by the Romans throughout the middle ages. It seems even if they begrudgingly accepted pants in the face of their superior practicality the fathers of Western Civilization still refused to completely let go of their man skirts.
