What I have heard from someone who claims to have studied the matter is this: Pants were for riding horses, which is a masculine activity. That's pretty much it. Plenty of cultures which did not value riding horses went along just fine without pants until they absorbed some culture of pants-wearing peoples.

It's about the military association specifically. Women rode horses too, but cavalrymen need pants to be effective. The better utility and warmth provided by pants as well as advances in armor made them eventually standard for all soldiers in general.

It seems even if they begrudgingly accepted pants in the face of their superior practicality the fathers of Western Civilization still refused to completely let go of their man skirts.
