Except "Fu-ran-dou-ru" doesn't sound anything like "Flandre". ZUN has romanized her name as "Frandle" in every work after EoSD, and that's the spelling most Japanese fans use.

"Flandre" is an Engrish typo that Anglophone fans latched onto precisely because of Flanders - using it to prove she has a connection to Flanders is circular logic.

You forget that the SDM has a proper contract to not harm the humans as long as they are provided with probably suicidal humans similar to how other Youkai are provided with humans to feed on. It's also a devils contract so Remilia is physically unable to break it. It's also canon that the SDM is extremely hospitable to lost people and such in need that come across the mansion. While it shouldn't be assumed that ZUN was definitely going for Flanders (because that is circular), and I think this discussion on exact origins is stupid when it was probably never considered to begin with, it isn't as though there's no connection.

ZUN himself isn't one to consider what is "correct" because the canonical names are in Japanese regardless. Most of them we follow because he lists them himself and is pretty consistent nowadays, but Flandre never had an in-game romanization and has been "officially" been written at least four different ways. He also didn't put nearly as much thought into his creations back then as he does now, it probably just amounted to "these names sound European". As such the romanizations are arbitrary and have no "correct" one, so we pick one that works.

Flanders is known in Japan as フランドル, so saying they sound nothing alike is pretty wrong. People also figured the Flanders' Field imagery is also good due to being so starkly red. "Flandre" was probably picked partly because it was one of the early ZUN romanizations while being the French name for Flanders, and partly because it looks the best. The japanese have settled on Frandle, but that isn't a big deal since it's arbitrary.

It is confirmed that Remilia and Clownpiece are fluent in English. It is also confirmed that the 3 Fairies and Akyuu do not. Kosuzu can read it, but that's most likely just because of her power.

Knowing this, it's safe to say that Flandre almost certainly knows English as well, and Sakuya, Patchouli, and maybe even Meiling probably know it as well. Hecatia, being CP's master, almost certainly knows English as well.

Sumireko, Sanae, and Renko all probably know some English from school, but not enough to be considered fluent by any means. Isn't Maribel a foreigner? She, and by extension Yukari, probably know English.

Aside from that, who knows?

As for Alice, that all depends on which origin you believe. If she's just a magician from Romania, then she could very well know English. If you believe that PC98 is still canon, then she probably doesn't.

I always assumed they were turned at a young age, but that would raise the question why Flan looks like she's the same age despite being 5 years younger. If both sisters got turned at the same time there should be a noticeable difference. 5 years is huge if we compare something like a 11 year old and a 6 year old. Of course Flandre could have been turned a few years later, but that sounds even more weird if the turning wasn't done by Remilia herself.

On the other hand if they were born vampires and come from a vampire family - what happened to their parents? Vampires don't die of old age, so what would kill the vampire parents and let the vampire children survive?

Regardless, vampires tend to have an amount of control over their own appearance, not to mention they have a mage who probably has any kind of magic at her disposal if she looked for it and a maid with the power to control time, if they wanted to age up they most definitely could.
