Wow no. Marisa has had golden eyes in every single game appearance besides SoEW, and every colored artwork in an official work outside of a few outliers. Her eye color is arguably one of the most consistent of the whole cast.

The only exceptions are from the CoLA serializations and like one instance in SSiB promo art. Aki Eda draws the rest of their art with gold-eyed Marisa, and Genji Asai (CoLA) seems to just have a boner for blue-eyed Marisa and did it anyways throughout various older works (in recent works they're gold). There is absolutely no uncertainty about it.

I think it's possible that Yukari exaggerates her own power in order to make people fear her more. It would make sense, given that she has plenty of reason to be concerned about her reputation. But I also think it's possible that Yukari really is that powerful, and there's no denying that her ability is kind of vague.
