It was already set in stone that the Lunarians would conquer and settle in Gensokyo, so Sagume spoke about that to the PC, thus reversing fate so that the Lunarians wouldn't colonize Gensokyo. She was betting on the reason for that being that the PC would defeat Junko and the Lunarians could return to the moon.

Not that I understood everything as I used google translate, but I believe a couple points are quite clear:
- She can reverse a situation, not the outcome
- She needs to talk to people involved in said situation
- She doesn't need to point out any outcome, desired or not. It's not that the opposite of what she says happens, rather just talking about a situation reverses it.

It's still rather vague though. I may be wrong, but I believe I once understood her power to work like this. If she talks about an event which is yet to occur (not about the outcome, just the event), then the probability of the results become inverted: P(x) = 1 - P(x')
Put this way, it sounds like she might embody the infinite improbability drive
