Lycee is such a bullshit game. It's more of a buyan game than MTG if you can believe it. Magic is more flexible in that there are more types of decks that can be constructed even with shit cards if you know how to combo them right. The point of Lycee is to show off your cute cards. I don't think anyone seriously plays unless they have Aspergers syndrome or something.

yes they are pretty bad look at all of the 2008 pro tour decks, all of them have 20 legendary lands its ridiculous. The multi colored cards totally break the game, pretty much the only reason to play blue was because of card drawing and counterspells the only downside was that you had shit monsters, now with these new duel color cards you have crazy shit like a green deck playing cards like "Destroy target creature" and "counter target spell" without having to deal with the problem of NOT drawing the right mana when you need it.

Youkai really shouldn't be a creature type, they should just use Spirit like they did for the youkai in Kamigawa block.

Furthermore Kamigawa block is focused on legendary creatures and a fantasy-ish ancient Japan, which makes it perfect for the all the touhou cards people have been making.

I didn't make Sakuya because her time control abilities lend themselves to manipulating turns, which as a repeatable effect would be broken as fuck. Sacrificing her to use them seemed wrong, so I just never made a Sakuya.

Flandre is crazy and has to be kept in check by someone else, hence the discard. Remi ended up like that when I was shuffling numbers around to make her more balanced. She's not as randomly destructive as Flan, though.

I was uninspired with Chen, but I knew she was fast but also relatively weak. I could probably up the cost on her "Firebreathing" ability to make it weaker. Also, she hates water, so I made her weak to blue.

I'm curious, how? Another turn requires an untap but you're skipping your untap. I'd assume you would need some instant that forces an untap and either an associated buyback price or a graveyard searching card with a buyback price. Not too familiar with Magic, so would I be correct?

Nope, its the phasing ability that lets them phase back in. The Yukari card has the reminder text.

If the card just phases out, it's removed from game. if it was granted the Phasing ability, and retains the ability during the upkeep, it will phase back in since that is what the card looks for to trigger the return back to play during that step. without the ability, its stuck.
