No "precedence", the potential was always there. Either a game is ported with extra content or not; the only question was whether there would be an official Tasofro game on PS4 at all.
If you knew about ZUN's involvement, you would know that there's an extra character and scenario entirely because he thinks spending a bunch of time working on something you've already finished is pointless, and making new things is better.

If anyone interested had already bought it for the PC, why would you restrict your buying audience to only the people who hadn't already bought it for some reason? For that matter, without crossplay you'd be splitting your playerbase and restricting the PS4 audience to them alone, since there'd be no incentive for PC players to buy the PS4 version. By offering exclusive content that players will actually want to buy, you consolidate the playerbase while also, y'know, having more content. I don't think you've thought this through.

Additionally, we don't even know the extent of the new content; it is potentially on the scale of a new game, as Soku was, albeit unlikely to be quite that much.
