In canon, she's cold and rather mean-spirited, but still has emotions like a normal human. Having anime characters that behave somewhat humanly is confusing to an otaku, who knows few humans and can't study their behavior.

In fanon, she's misrepresented(typically for something not understood) as a complete softie with no spine and a stutter. While this computes with an otaku's vision, it also makes her a rather shallow and unlikable character.
