You've got it confused; according to ZUN, there are two types of fairies you encounter in the games - those that are running from the screen trying to get out and shooting bullets at the heroine in self-defense, not actively pursuing her, and those that do, which are signified by the fact that they actively halt and focus fire. Though there's probably a higher percentage of the former than the latter, Cirno is certainly not unique in her willingness to fight things out of her league.
