Compare Jotaro.

1. Jotaro is fast, but Star Platinum matches The World's speed.
2. Star Platinum and The World are literally equals in power. Dio simply had more time/instructions to develop The World than Jotaro did for Star Platinum.
3. Jotaro's natural perception capability is nigh-superhuman. Star Platinum's is fast enough to read a deck of cards as they're shuffled and list them in perfect order.
4. Jotaro has superhuman constitution and stamina. And apparently blood.
5. Star Platinum puts Jotaro equal to Dio going full-on with The World.
6. Dio wasn't very strategic in his battle with Jotaro anyway. Also Polnareff douchebagged his way in for Jotaro to get a free shot.
7. I don't think Sakuya gets stronger when pissed off like how Stand power flows.

I find it more fun to entertain the idea Sakuya is the SPAWN of Dio.
1. In Th6 she has red eyes.
2. If she stops time for everything, wouldn't she age abnormally fast? And if she's supposed to look like a young adult in EoSD, whouldn't we see the aging in SWR, 6 years later? She doesn't age.
3. She stops time, and has a fondness for knives. And the throwing of them.
4. She uses his poses and even has "Sakuya's World".
5. Mostly every other youkai seems to sense she's not human.

I think he *believes* he stops time, while he actually doesn't affect time at all, but only himself. He ceases moving forward through time, which from his point of view makes it appear as if time is stopped. Time actually continues moving as usual, but he will not notice since he returns to the same moment he left.

Time as a dimension only applies to movement through space; it is utterly impossible to move through space without moving through time.

Time as a perception does not require movement through space.

Dio is not altering the Temporal dimensional axis, but his perception of time to a hyper-state.
This is why Jotaro can only stop time for 5 seconds; as his human body would give out any longer, unlike Dio's vampiric body.
