At ggpon, we got our IIDX because it made us the only one within 6 hours. At most, it will attract maybe 10 people per week exclusively for IIDX.
Jubeat is a much, much bigger draw for a lot of people. The IIDX learning curve is just too much for new people and let's face it, most players would rather sit at home and play on their Dao.

Well I did recently get to play a cab at a con, and the only real problem I had was getting used to the turntable; when I first started playing LR2 I chose a keybind set that mentioned it would be a bit easier to transition to a real controller from.

No, the starter pack doesn't have any songs from IIDX, it's all community made for LR2.
You're not in Japanese locale, or if you are, you weren't when you set up LR2. You should look at fixing that, otherwise LR2 will be a headache to run.
I also recommend turning off BGA (background animation) and song preview to massively reduce the amount of times LR2 will crash.
You're in the BMS Single folder, which I'm pretty sure will all be really hard-- Designed for people who are proficient with IIDX 12s. Ignore that folder.
Go into your LR2 setup and find Jukebox2. Untick the (moonrunes)BMS folder and tick the 'Level' and 'Clear' folder. That should help you find charts that you can possibly attempt.

After 4 months of playing, I finally beat my first 15-footer (MAX 300). My lungs were on fire by the end of it and I honestly thought I was gonna die since I was so out of breath. Is that normal for songs as they get harder? your capacity for difficult songs will get much better the more you play. It's like any other physical training, much more tolerable when you do easier things for longer.

I recommend just going through and playing lots of 11/12/13 songs.

Focus on your timing, the control required to hit arrows with consistent timing is much more work then just getting in the Good/Great ballpark, but not the sort of effort that keels you over out of breath.

After a little while, a 15 is still a stretch, but you won't feel nearly as wiped out as before. trust me!

You'll be fine. When I played DDR/ITG, I never weighed less than 240 at 6'3" and eventually worked my way up to being able to AA anything in DDR effortlessly. Played a set of 5 PSMOs then AA'd the PSMO Extra Stage and got a AA on the whole set.

Eventually worked my way up to doing entry level keyboard charts like Eggmas's AA and Quasar on foot. All while technically obese.

When I first started playing I noticed the beat skin really helped me read chords as I was far more familiar with IIDX. But I eventually got used to the default Pop-kuns.

And I highly doubt the beat skin will help with scales when they get heavy in the upper 30s and lower 40s.

I'd say just force yourself to be comfortable with the default skin, however, if you really really prefer the beat skin, there's no shame in using it. If I saw someone use it I'd think nothing of it. Your choice. Not being able to say you're slappin' some hamburgers is more than enough reason not to use it.

And I read around 700. I warm up slower 600-650, but once I get going 720 is my sweet spot, though II can read up to 780ish if I really need to. I'd prefer to read slower than optimal that faster than comfortable.

You'll prefer a fast and faster speed as you advance.
