That aside, Suwako is another example of how age doesn't always equate to tits in Touhou. She's at least as old as Kanako, if not older seeing as Kanako stole her empire from her.

Youkai and gods can look like anything they want in Touhou, it's just most of them seem to like being the little girl. Especially Suika. Her age difference compared to Yuugi can't be that much, she just likes being that shape.

You could imagine that a youkai's appearance comes from a self image of their personality and maturity. Suika likes to be immature, acting on impulse and doing as she pleases. Suwako may have been more womanly when she took her religion more seriously, now her followers have been taken she lives out her days enjoying herself.

It works for the most part, but could probably fall apart on example like Yuugi who has a personality similar to Suika. I suppose we could say Yuugi is more mature and is looking after her follow Oni underground while Suika is enjoying herself on the surface.

Yuka's age is never explicitly stated, but the fact that youkai sleep more as they age coupled with the fact that Yuka sleeps so much leads us to conclude that she's probably every bit as old as Yuyuko or Yukari.

Kanako is based on Princess Yasakatome, a goddess of the Suwa-taisha Shrine, one of the oldest shrines in Japan.

The exceptions seem to be Kaguya and Mokou, who don't age, and Tewi, who as an earth rabbit never had the capacity to grow boobs to begin with.

Although canonically, Suika doesn't have much in the way of scheming going on. She's an ancient adorable little drunk girl who tried paving the way for an oni invasion and failed horribly. Not exactly plain and simple, but that's it. No hidden plans here.

Same thing with the other known deva. Fuel up with booze, party hard until you pass out in drunken stupor, repeat. Never gets old even after a thousand years.

That is, not to say oni don't scheme in the short run. Not over hundreds of years involving whole civilizations like Yukari&co, but a little while at a time, concerning the chosen few (or more properly, onikakushi victims). Even for a race that relies heavily on brute force, just brawn doesn't always cut it.
Brutally cunning and cunningly brutal, as certain distant green relatives say...
