News:
-The Spring 2016 event has ended.
-100 new and returning Rainy Season lines have been implemented, along with new seasonal sprites for Hayashimo, Kiyoshimo, Akebono, Yuudachi Kai 2 and Mizuho, as well as returning sprites, and new and returning furniture.
-3 new quests have been added, one of which rewards a furniture fairy.
-Those who unlocked E6 before the May 5 maintenance have been given a T1 Land Bomber Model 22A. Those who had unlocked E6 by May 4, before the bugs were first announced, have also been given a special furniture.
-All players have also been given an apology scroll as well as hydrangea wallpaper and floor furniture.
-Uzuki and Akashi's drop rates have returned to normal.
-The fit gun bonus for 35.6cm twin and triple mounts on Kongou-class has been buffed.
-Land-based planes can now be locked/unlocked when going to the "Others" section in the equipment screen.
-A section showing equipment currently being equipped by other ships has been added to the equipment screen, where you can transfer equipment from other ships to the current ship.
-Asashio will get her Kai 2 the maintenance after the next.
-Android lottery results are out. 250k winners will be able to access the port when it comes out during the June 10 update.

It's supposed to work for all upgraded sonars. It isn't clear if there's any difference between +1 and max (hard to test this but I choose to assume it should exist) so for now it's quite safe to slap +1 on all T3/T4 you use. Getting some to higher levels is advisable for ASW alone anyway now that we have SS Hime as one of the bosses.
Based on my personal experience I prefer using sonars instead of radars as wildcard on DDs.
Just to clarify - upgrading sonars doesn't improve accuracy but they all have +1 or +2 accuracy, so it's an advantage over turbine.

The guns are classified by tiers. 35.6, 38cm and proto 35.6 are tier 1. 41cm and the proto version, 16inch and pasta gun are tier 2. 46cm, the proto version and the 51cm are tier 3. I imagine the way the game is coded makes it so all fast BBs get the penalty for tier 2 and even more for tier 3, which is why Roma and Iowa get overweight. Leveling and sparkling solves the problem, it becomes irrelevant for married BBs, which is why some nips give proto 41 to Bongos.

You are focusing on largely irrelevant matters. First of all, the equipment she comes with is very good, there is no denying it. It looks good and the fairies are cute, especially Bofors and Catalina fairies. Iowa's stats are also very good and she has fast BB status, so no slow ship bullying, Yoshinori did a great job especially in the rigging, it's American as fuck even when she's damaged. However, the ones that got fucked over are the pasta ships. CVLs are generally terrible for 5-4. They have too little armor and too few planes, a problem that's only exacerbated by being not fully remodeled. If you really want to level her there stick her at flag. You can't level two weak ships at 5-4 at the same time without hemorrhaging buckets.
