The thing is, Sakuya's powers are, at least as depicted in the games, seriously limited. Yukari's shown to be able to punch out the boundary between life and death. Sayuka's... made the SDM bigger on the inside than the outside. Yes, she's obviously a Time Lord in disguise. No, that's still not hugely impressive without her Tardis.

It would indeed be badass to have a psychic Stand that you can float about at will that can punch faster than a Gatling gun each with enough force to bend steel.
Stopping time is a side-benefit to being able to PUNCH THROUGH BUILDINGS, natch.

Also you can use it to jump really high and never be wounded (as Jotaro shows with Star Platinum's passive defense).

Now, to have Dio's regeneration and EYE LASERS... but without the weakness to the Sun... you'd be godly.

Sakuya's ability is a prime example of a "superpower" that should in theory be incredibly powerful, but is second-rate when compared to other powers that populate Gensokyo.
Sure, she can stop time and throw knives at the vampires, but they'll just regenerate. It comes down to how many times she can stop time before she gets exhausted, and whether she can do enough damage to them to overpower their regenerative abilities, which vary depending on the phase of the moon.
