If that were true, think of the possibilities for Mima as a TH 12 boss? TH 12 could happen in (YET ANOTHER) hell and near the very bottom of the pit, there lies Mima, more powerful than ever, but forbidden to leave. The final battle between Reimu and Mima breaks out. Best extra boss fight ever.

To be fair, it seems like there is some process of reincarnation that goes on in the Touhou world (theoretically; I don't think there are any characters that have canonically gone through such a cycle); there's only so many possible forms of reincarnation, so Mokou can just bide her time having hot and steamy hatesex with Kaguya until another Keine is inevitably (re)born.

Yuyuko rules Hakugokuro, not Hell.
Likewise, Satori rules the FORMER Hell. I don't think you're allowed to leave Hell anyway.

Shikieiki is probably the LAST person to take mercy on you or let you bend the rules of returning from the dead.

We know ghosts, so a dead person could hang around for a while, until they Shikieiki pulls them off kicking and screaming.

Fuck, a game where you play Mima trying to bust out of Maximum Security Little Girl Ghost Prison would be awesome. The first three or four stages you'd just fight other crazy inmates for no discernible reason, then you would go on to take on the jailer loli and warden milf.

In EX mode you fight Aya, because she must be in every new Touhou game.
