If the game has story, or at least dialogue, the dynamic is completely different.

If you take a game that has a "token loli," like Tales of the Abyss, you get a girl who interacts primarily with the teenagers and adults that make up the rest of the cast. She's cute, sure, but she doesn't act in the same ways as she would with other little girls.

If you look at a game like Fortune Summoners, where the main cast is all little girls, you get diabetes-inducing moments of cute girls making jewelry for each other out of flowers. It's just a different kind of interaction.

Plus the simple fact that more lolis = cuter/better.
