The primary answer is difficulty. Yukkuri images can get shoddy translations and shoddy edits and not too many people will complain. There are people doing translations just via a dictionary.
The other answer is that an untranslated h-doujin is more useful to someone with no moon knowledge than most yukkuri images. You really don't need the english text to fap, but it's usually needed to appreciate the horrible situations yukkuri are put through.
That, and some people probably just don't like to translate/edit porn.

Reposting the plan I posted on /t-h/.
If you want a bunch of translated touhou doujins, just get a bunch of people to agree to commission one. Everyone benefits from a publicly released doujin, so if you have 30 people each commision a $30 doujin, everyone gets 30 translated doujins at a cost of $1 a piece to the participants.
There are problems, but if someone can find enough participants and force them to actually commision work, then translated doujins can be made available cheaply.
