If it's still within the rules, I would pick Tenshi, Seija and Aya.
Tenshi because she beat the shit out of everyone in her route.
Seija for taking on half of Gensokyo by herself (the fact that she can clear all the days in ISC without using items could possibly make her one of the best in pure spellcard dueling).
Aya since she's very nimble and agile.

From what I remember, Tenshi's route in SWR was the last route scenario-wise. Reimu stated in Tenshi's route that she already beat her once. So I think my point still stands.
