Because she's pitiable and that's cute to some people. She's constantly a huge mess that's under a lot of stress over nothing, so you want to hug her and tell her it's gonna be okay. It could also stem from an innate desire to help make a broken person whole. I'm not even much of a Watamote fan.

I'd say most anime/manga fans have pretty horrible personalities, so from your point of view, that should be a distinct possibility. People always like a character that reminds them of themselves, but how often do you find characters where you relate to the bad things about them? I remember when I showed this manga to a friend of mine, she said "Oh geeze, this poor little girl is me growing up."
