Where I live there's a program where they substract a fixed percent of payment from your health-related needs with each time you donate, but they only accept donations from the same person each 4 months.

That was hypothetical, obviously banning all black women based on statistics is wrong and unfair. Certainly your average gay person has a higher statistical possibility to have HIV but to infer all gay people are so sex crazed and unsafe that they can't possibly be screened like anyone else is just pure homophobia.

Also it's a little silly to assume the subset of homosexuals who want to donate blood are the same subset of homosexuals who are out there inflating the HIV statistics, they're probably not. The ban is about as sacrosanct as screening questions are, which is not at all and just up to the donor to not lie. So given a reasonable screening gay people could be safely allowed to donate.
