If moot was supposedly against sound threads because of traffic and bandwidth concerns, including webm but disabling audio makes zero sense as it saves no bandwidth. This is amplified by the existence of /wsg/ and /gif/, in which larger file sizes, video lengths, and audio are enabled (and are hosted on-site).
The only reason moot continues to prevent sounds on content and discussion boards is due to a personal vendetta against /a/jp/ sound threads for similar reason to what >>14188293 describes.
